RISE West 2025 OIG keynotes will explore past, current, and future oversight priorities

In addition to our previously announced keynote, former Inspector General Christi A. Grimm, RISE West 2025 will also welcome two representatives from the Department of Health and Human Services’ Office of Inspector General (HHS-OIG), who will discuss the watchdog’s current oversight priorities.

Back by popular demand! Ann Maxwell, deputy inspector general for evaluation and inspection for the OIG, fresh off her recent presentation at the Medicare Advantage Member Accounting and Reconciliation Summit, will return to take the main stage at RISE West 2025 in Las Vegas. She will share the podium with Carolyn Kapustij, senior advisor for managed care for the OIG.

Maxwell and Kapustij’s keynote will provide an overview of the current oversight priorities in risk adjustment, quality performance, and managed care operations. Their presentation will take place at 10 a.m. Tuesday, August 26, the first full day of the main conference.

Later that afternoon, Grimm will take part in a fireside chat to reflect on her tenure as HHS’ sixth inspector general and share insights into the future of independent oversight, enforcement strategy, and the growing role of technology in the health care sector.

RISE West 2025, the most anticipated Medicare Advantage (MA) senior leadership event of the year, will take place August 25-27 at Paris Las Vegas. The annual conference brings together more than 500 senior health care leaders in the managed care space. This year’s theme is pivoting from short-term adjustments to long-term strategy.

Full-day and half-day preconference workshops will take place in the morning on Monday, August 25, followed by a woman’s leadership luncheon and panel discussion and a food packing event in partnership with U.S. Hunger. Additional registration is required for all the events. The main conference will kick off in the afternoon with an opening keynote by Archelle Georgiou, M.D., a C-suite leader, advisor, media personality, and patient advocate.

About Ann Maxwell

As the head of the Office of Evaluation and Inspections (OEI), Maxwell leads more than 150 professionals who provide objective, reliable, data-driven evidence to HHS, Congress, and the public on significant issues. She leads the office in producing results-oriented evaluations that provide valuable insights into the efficiency and effectiveness of HHS programs as well as offer actionable recommendations to drive positive change in HHS programs so that they can better serve and protect the American people. Maxwell also leads OEI in its oversight of the State Medicaid Fraud Control Units (MFCUs), which investigate and prosecute providers for Medicaid fraud as well as for abuse and neglect of patients in health care facilities. In fiscal year 2021, the MFCU grant program recovered $1.7 billion—a return of $5 for every $1 invested.

About Carolyn Kapustij

At OIG, Kapustij develops and leads enterprise-wide strategies to oversee Medicare Advantage (MA) and Medicaid Managed Care programs. She previously worked at the Centers for Medicare & Medicaid Services (CMS) and oversaw the improper payment measures for Medicare Part C and Part D, developed program integrity activities for the Federally Facilitated Exchanges, and developed payment policy for MA and Medicare Part D plans. She holds a Master of Public Health from the University of Michigan.
